Why would a company put a file on your computer. Then show you that you can't get into it? If there are some files that can 'never be accessed' and I have done the take ownership stuff, so the issue is something else.
Why are they calling them files? Two possiblities, it is some bug hidden by not being able to access them, or they want you to know, that you are not allowed to access all the files on your computer. My point is it does not matter if there is anything in the file, if you can or can't access it, what matters is Microsoft or someone in some group, is trying to say they 'control' what is on your computer, till people accept that a corporation, or agency will have control over all information including 'terminals'.

Either it is incompetance, or a case of them trying to show 'what they can do' and that there is nothing they think you can do about it. Could be an honest mistake, and maybe there is some other reason, but really, if it was for an agency, or black room doing it, why would they need to show you that you can not access some file, and make it look like a file.

The reason a person needs to be able to open every folder, is who is someone else to say I can't open the file, unless they are saying they are your administrator.
